My website is now a PageRank 3 by Google and listed on page #14 for my primary keyword. How do I increase my PageRank without spending too much money?

Hi there... I know PageRank is a popular just because it's a "visual" indicator -- and people often think PageRank is the same as relevancy or popularity in Google. It's not. One of my other sites was listed in the #3 position in the search results even when it had a PageRank of 0.

Basically, I'm not sure if it's worth spending a lot of time or money on trying to get a better PageRank.
