Hi. Go to www.freesitetemplates.com. Read their FAQ for information about Terms of Use. There are plenty of simple free templates, plus there's also "premium" templates if you need something a bit more in-depth. These templates are reasonably-priced; after browsing through a few dozen of them, I haven't yet seen anything over $100, and many are considerably cheaper.

You can also get a very nice custom template for reasonable prices by hiring a graphic artist off a site like Rent-A-Coder.
